Summary of Legislation 2015

This publication includes summaries of the legislation enacted by the 2015 Legislature. Not summarized are bills of a limited, local, technical, clarifying, or repealing nature, and bills that were vetoed (sustained). However, these bills are listed beginning on page 174.

During the 2015 Session, 746 bills were introduced: 311 in the Senate and 435 in the House. Of these 746 bills, 105 (14.0 percent) became law: 41 Senate bills and 64 House bills. Further, of the 105 bills becoming law, 98 (93.3 percent) were introduced by committees and 7 (6.7 percent) were introduced by individual legislators.

The Governor vetoed one bill and one line item in an appropriations bill. One veto was overridden (House Sub. for SB 117, the Kansas Transportation Network Company Services Act). The line item veto was sustained.

A total of 573 bills will be carried over to the 2016 Session of the Legislature.

Interim Committee Reports to the 2015 Kansas Legislature

In the 2014 Interim, the Legislative Coordinating Council appointed two special committees to study five study topics. Legislation recommended by the committees will be available in the Documents Room early in the 2015 Session.

Joint committees created by statute met in the 2014 Interim as provided in the statutes specific to each joint committee. Several of the joint committees have reported on their activities, and those reports are contained in this publication. Legislation recommended by these committees will be available in the Documents Room early in the 2015 Session.

This publication also contains reports of other committees, commissions, and task forces that are not special committees created by the Legislative Coordinating Council or joint committees.

Minutes of the meetings of the special committees, joint committees, other committees, commissions, task forces, and panels are on file in the Division of Legislative Administrative Services. A summary of each reporting entity’s conclusions and recommendations may be found beginning on page i.

Budget Analysis FY 2016

The Fiscal Years 2016-2017 Budget Analysis is provided to assist the Legislature in the review of agency budget requests and the Governor’s budget recommendations for Fiscal Years 2015 and 2016.

This report contains the individual analyses of state agency budgets (including the agency budget requests and the Governor’s recommendations).

The Legislative Research Department’s analysis pertains to the Governor’s recommendations as originally reported in Volumes 1 and 2 of the Governor’s Budget Report as submitted to the Legislature.

This document groups agencies by the function of government in which each agency is classified. There are six functions of government into which agencies are grouped, with similar agencies grouped that share similar basic purposes.

Volume I of this publication contains the Overview of the FY 2016 Governor’s Budget Report and agencies in Public Safety, Agriculture and Natural Resources, and Transportation.

Volume II of this publication contains agencies in General Government (including the Biennial Budget Agencies).

Volume III of this publication contains agencies in Education and Human Services.

Briefing Book 2015

Kansas Legislators are called upon to make decisions on many issues that come before the Legislature. In addition, members of the Legislature are frequently asked by constituent groups to discuss public policy issues in a community forum in their districts. The purpose of the Kansas Legislator Briefing Book is to assist members in making informed policy decisions and to provide information in a condensed form that is usable for discussions with constituents—whether in their offices in Topeka or in their districts.

This publication contains several reports on new topics plus reports from the prior version. Most of the reports from the prior version have been updated with new information.

Summary of Legislation 2014

This publication includes summaries of the legislation enacted by the 2014 Legislature. Not summarized are bills of a limited, local, technical, clarifying, or repealing nature, and bills that were vetoed (sustained). However, these bills are listed beginning on page 162.

During the 2014 Session, 569 bills were introduced: 207 in the Senate and 362 in the House. In addition, 187 Senate bills and 315 House bills were carried over from the 2013 Session, for a grand total of 1,071 bills that were alive during the 2014 Session. Of these 1,071 bills, 142 (13.3 percent) became law: 40 Senate bills and 102 House bills. Further, of the 142 bills becoming law, 137 (96.5 percent) were introduced by committees and 5 (3.5 percent) were introduced by individual legislators.

The Governor vetoed two bills and seven line items. All vetoes were sustained. No bills will be carried over to the 2015 Session of the Legislature.
