In the 2020 Interim, the Legislative Coordinating Council appointed four special committees to study four study topics. Legislation recommended by the committees will be available in the Documents Room early in the 2021 Session. Such legislation will also be available on the Kansas Legislature’s website.
Joint committees created by statute met in the 2020 Interim as provided in the statutes specific to each joint committee. Several of the joint committees have reported on their activities, and those reports are contained in this publication. Legislation recommended by these committees will be available in the Documents Room early in the 2021 Session. Such legislation will also be available on the Kansas Legislature’s website.

The Fiscal Year 2022 Budget Analysis is provided to assist the Legislature in the review of agency budget requests and the Governor’s budget recommendations for fiscal years 2021 and 2022.
This report contains the individual analyses of state agency budgets, including the agency budget requests and the Governor’s recommendations.
The Legislative Research Department’s analysis pertains to the Governor’s recommendations as originally reported in Volumes 1 and 2 of the Governor’s Budget Report as submitted to the Legislature.
This document groups agencies by the function of government into which each agency is classified. There are six functions of government into which agencies are grouped, with similar agencies grouped that share similar basic purposes.
Volume I of this publication contains the Governor’s Budget Report Overview and agencies in Human Services, Public Safety, Agriculture and Natural Resources, and Transportation. Volume II of this publication contains agencies in Education and General Government.
Volume III of this publication contains biennial budget agencies in General Government.
Kansas Fiscal Facts includes information on the Kansas state budget. It is intended to inform legislators and others, particularly those without budget experience, by providing basic budgetary facts.
Information contained in this document reflects expenditures approved by the 2020 Legislature for state fiscal year 2021 (July 1, 2020 – June 30, 2021). Comparison information to prior years is also included.
FY 2020 data reflect estimates as approved by the Legislature and will differ from actual expenditures.
Information contained in the Overview section and in the Budget Detail by Function of Government section reflects amounts approved by the 2020 Legislature.
The opening section of the document provides an overview of the state budget, including descriptive information on the approved budget, trends data, state personnel, and state revenues.
Following the overview, detailed information is provided for each of the six functions of government, including approved levels of expenditures and staffing for each state agency. Budget highlights from the 2020 Session are included for each function of government, as is other descriptive information.
A glossary of selected budget terms is included at the end of this document. A list of legislative fiscal analyst assignments is also included, should there be a need for additional information regarding a particular agency budget.
The reader is encouraged to keep this document as a handy reference tool. Suggestions for improvements are always welcome.
This publication includes summaries of the legislation enacted by the 2020 Legislature during the Special Session. The Special Session commenced on June 3, and was adjourned on June 4, 2020.
During the 2020 Special Session, 31 bills were introduced: 9 bills in the Senate and 22 bills in the House. One of these bills became law (a House bill). None of these bills will carry over to the regular 2021 Session of the Legislature.
This publication does not include a summary of any legislation associated with the regular 2020 Session. That legislation has been summarized in a separate publication.
This publication includes summaries of the legislation enacted by the 2020 Legislature. Brief summaries of bills whose vetoes were sustained and of appropriations bills are included in a separate section beginning on page 41.
During the 2020 Session, 589 bills were introduced: 261 in the Senate and 328 in the House. In addition, 208 Senate bills and 355 House bills were carried over from the 2019 Session, for a grand total of 1,152 bills that were alive during the 2020 regular session. 13 (1.1 percent) became law: 6 Senate bills and 7 House bills. All 13 that became law were introduced by committees. [Note: Substitute bills or bills with conference committee reports whose original subject matter was substantially modified from the content in the introduced sponsor bill are included in the former category.]
The Governor vetoed 4 bills. All vetoes were sustained. There were no line-item vetoes of Appropriations bills. No bills will be carried over to the 2021 Session of the Legislature. Kansas Legislators are called upon to make decisions on many issues that come before the Legislature. In addition, members of the Legislature are frequently asked by constituent groups to discuss public policy issues in a community forum in their districts. The purpose of the Kansas Legislator Briefing Book is to assist members in making informed policy decisions and to provide information in a condensed form that is usable for discussions with constituents—whether in their offices in Topeka or in their districts.
This publication contains several reports on new topics plus reports from the prior version. Most of the reports from the prior version have been updated with new information.
