Interim Committee Reports to the 2013 Kansas Legislature

In the 2012 Interim, the Legislative Coordinating Council appointed five special committees to study seven study topics. Legislation recommended by the committees will be available in the Documents Room early in the 2013 Session.

Joint committees created by statute met in the 2012 Interim as provided in the statutes specific to each joint committee. Several of the joint committees have reported on their activities, and those reports are contained in this publication. Legislation recommended by these committees will be available in the Documents Room early in the 2013 Session.

This publication also contains reports of other committees, commissions, and task forces that are not special committees created by the Legislative Coordinating Council or joint committees.

Minutes of the meetings of the special committees, joint committees, other committees, commissions, task forces, and panels are on file in the Division of Legislative Administrative Services. A summary of each reporting entity’s conclusions and recommendations may be found beginning on page v.

Budget Analysis FY 2014

The Fiscal Year 2014 Budget Analysis is provided to assist the Legislature in the review of agency budget requests and the Governor’s budget recommendations for Fiscal Years 2013 and 2014. In addition, the Governor makes recommendations for all agencies for FY 2015.

This report contains the individual analyses of state agency budgets (including the agency budget requests and the Governor’s recommendations). The Legislative Research Department’s analysis pertains to the Governor’s recommendations as originally reported in Volumes 1 and 2 of the Governor’s Budget Report as submitted to the Legislature.

This document groups agencies by the function of government in which each agency is classified. There are six functions of government into which agencies are grouped, with similar agencies grouped that share similar basic purposes.

Volume I of this publication contains the Overview of the FY 2014 Governor’s Budget Report and agencies in Agriculture and Natural Resources, General Government (including the Biennial Budget Agencies), and Transportation.

Volume II of this publication contains agencies in Human Services, Public Safety, and Education.

Summary of Legislation 2012

This publication includes summaries of the legislation enacted by the 2012 Legislature. Not summarized are bills of a limited, local, technical, clarifying, or repealing nature, and bills that were vetoed (sustained). However, these bills are listed beginning on page 140.

During the 2012 Session, 603 bills were introduced: 217 in the Senate and 386 in the House. In addition, 190 Senate bills and 340 House bills were carried over from the 2011 Session, for a grand total of 1,191 bills that were alive during the 2012 Session. Of these 1,191 bills, 295 (24.8 percent) became law: 119 Senate bills and 176 House bills. Further, of the 295 bills becoming law, 276 (94.6 percent) were introduced by committees and 19 (6.4 percent) were introduced by individual legislators.

The Governor vetoed three bills and fourteen line items. All vetoes were sustained. No bills will be carried over to the 2013 Session of the Legislature.

Summary of Legislation 2011

This publication includes summaries of the legislation enacted by the 2011 Legislature. Not summarized are bills of a limited, local, technical, clarifying, or repealing nature, and bills that were vetoed (sustained). However, these bills are listed beginning on page 178.

During the 2011 Session, 659 bills were introduced: 248 in the Senate and 411 in the House. Of these 659 bills, 118 (18 percent) became law: 55 Senate bills and 63 House bills. Further, of the 118 bills becoming law, 109 (92.4 percent) were introduced by committees and 9 (7.6 percent) were introduced by individual legislators.

The Governor vetoed no bills but did veto seven line items. All vetoes were sustained.

A total of 541 bills will be carried over to the 2012 Session of the Legislature.
